The attached paper is practically the same as one forwarded in 1910 by the Hongkong Government to the Colonial Office, asking for permission to publish. As the opium question was then acute, the Secretary of State preferred that this should not be done. I would be glad to know if the paper may now be published in the Pharmaceutical Journal. It contains facts only, which are not controversial.
